PARKESBURG COPS SUCKING UP TO MAYOR JOHN HAGAN???
Whats with the Parkesburg Police, they now and have always only stopped and faithfully watched the speeders on East First Avenue in front of the current Mayors John Hagans house and former council member Jim Norton, they both live on the same street. Its funny, this little small town tree lined, paved street always looks so nice, has so much attention given to it, and the Police always watching and catching speeders there. Ahhh, E. First Avenue in Parkesburg must be the place to live. Is it because the Mayor demands special treatment, or are the Parkesburg Police sucking up because the Mayor lives their?? One thing for sure, go right down E. First Ave. not even a Second and your at Rt. 10 or N. Church Street, there you will see littered streets, unpaved streets, people going 60 mph in a 35 mph, but no one seems to care. Your lucky if you can cross that street, but Parkesburg Police do not seem to mind, as long as the Mayors street is covered. I mean other people in Parkesburg do pay taxes, and really high taxes for that borough, the Police should be treating them all equally. Maybe the kids on Rt. 10 or N. Church do not matter, after all, they are not the Mayors kids….I mean the people on Church and other streets love their kids too, in fact the Mayor is Old, his kids are grown, you owe it to all the people in Parkesburg to protect their streets, they pay you for that in their outrageous taxes….

Mr. Knickerbocker you would be biased, your a council member, however I agree with Tina, I lived in Parkesburg a couple of years back and still visit there. Church Street, Rt. 10 needs the Police there, they could make a fortune off the speeders that come down that hill both ways into Parkesburg. Maybe thats the problem, the Police are spread too thin and not being where they need to be in Parkesburg. The taxpayers deserve better for what they pay, which is the highest borough or municipal tax in Chester County. The only borough tax that is higher than the Chester County Tax which is a fact. So its not only a fact of slowing down, you shouldn’t just have to slow on the Mayors street.

I also agree, how much are the Parkesburg police in Parkesburg? We pay taxes here, we cant help it if you have contracts with Avondale, Highland, whatever, we pay taxes, so we deserve our street to be protected too, we don’t get paid or discounted for Avondale, so you hit the nail on the head Knickerbocker, they are spread to thin and the ones that are there are only protecting the Mayors and your street.

I am writing from the safe streets of the borough of Parkesburg including my own. What with no young children to consume my time I am left to while away the hours pleased about the Borough’s Government, Police and Fire departments. All making safe pleasant enjoyment of our town a reality.
Come to the meetings. Find out “how” your government works-or not-for you. Sitting and stewing over your taxes uninformed and casting a net of inaccurate disinformation anonymously does you a disservice and discredits your claim.

Old Mayor Hagan the taxes in parkesburg are through the roof, and it is ridiculous. wake the hell up. I too live in Parkesburg, there is not a single street in the entire borough without a manhole sized pothole or crater. the sidewalks throughout the town are buckeled and unsafe. We do however have a brand spanking new trash truck, a brand new fire truck, a brand new borough hall, at least 2 new 4 wheel desert storm type of road vehicles used to race around the local fair chasing badguys, at least one very nice harley davidson motorcycle, but the town is a dump because counsel apparently refuses to fix anything including the boarded up hazardous bridges on nearly every cross street.
I know When servistar left there was major concerns over the homeowners having to absorb the taxes they paid, but A. Douie Pyle moved in, and we now also have Walmart, tractor supply, home depot, etc. all with Parkesburg adresses. so maybe you can explain why the taxes keep going up and where the money is going, because with the exception of all the money being spent on the borough employees comfort, your not spending a dime to make improvements on the borough itself. And I personally don’t give a damn where the police sit, but fixing the giant sinkholes that are consuming our streets would make me and my car very happy. And I think I stand corrected I don’t believe there is a sinkhole in front of your house, so that makes one street that doesn’t have at least one giant crater sized pothole in it.
Hello unknown, aka anonymous, Walmart and Home Depot are in Sadsbury Commons, you know the name on the sign at the entrance in Sadsbury Township? The address is Parkesburg because that is the nearest US Post Office. Just thought you would like one accuracy in your statement.There was PennDot road repiar in front of my house several years ago. Not knowing your home, you know mine, since I am not disguising myself by an alias,I cannot verify the claim you make. So it goes.

The Police and Council Members seem to have a nice office, something more fitting for New York City, I mean its Parkesburg, are they to good for the little outfit other small city’s have?? Lets make Sheller and all his buddies comfortable and the council members while we all pay high taxes. They didnt even hear a shooting even a block up, they must have been in Avondale, what if that was your kids out there. Yes this stuff can happen anywhere and does, but for such a little town like Parkesburg and with the Police station being right there whats up with this?? As you know township taxes by far and away are lower than boroughs or cities. I agree. Borough’s and cities taxes are high. The conundrum is that how local governments obtain revenue (like school districts) is through property taxes and the ever popular earned income tax. (both regulated by the State Legislature). For example if the borough wanted to raise revenue by adding 1/2 of 1% to the 1% earned income tax and avoid raising the property taxes they need the Legislature to approve it. And you know what we all know what’s going on with the sate budget right now. Imagine the wait.The difficulty is townships by virtue of their size spread the costs over in most cases 4 times ( at minimum) the real estate as a borough. Townships normally require privatized services for waste and do not normally manage waste or storm water the way boroughs do. There is no excuse for how revenue is generated simply the fact that the Commonwealth regulates how it is done. If the Commonwealth were to change this to income tax as opposed to primary real estate everyone would share a burden lighter in weight. Attempts to change this have failed year in year out however the mandates about water , security and solid waste as well as street management,police protection (you may have read where the Commonwealth is debating how to bill boroughs and townships who utilize the state police for local response and patrol) have not waned and continue to be unfunded yet required.

Yes Mayor Hagan, I felt the need to write in, not to confuse you, I am not Tina from Chester County but Tina 2 for this post for fear of confusion. I really never had a problem with you, I remember when I first met you and moved there was eating dinner at the Chateau, as I said my only complaint was how bad I was treated by the zoning and a few of the hateful neighbors that were intent on making my life in Parkesburg a living hell because I feel of other issues I will not get into now. Because of them I had to deal with James Marlowe, and nothing to do with you guys, but when you can go before a Court and swear on a bible about things you know are not true to get money, you are the lowest form of life there is. I always felt Jim Norton was even being taken by him, because I would talk to Mr. Norton some times and he would not even be aware of things that were going on. I to this day like Mr. Norton, and I feel the shame of it all was that I ended up fighting with the borough and Police for things that were brought on by Jim Marlowe, the hateful few neighbors ( the Peters and Tormianos, who were just so evil and yet go to church every Sunday.) and because of them the zoning board who were personal friends. Aside from that I have moved on, as I said my Mother still lives there, I visit now and then when I have the time, the crazy part, part of me misses Parkesburg, even with the abuse I took from the above. I had many years there raising my kids who are now grown, and you know what, you can’t get that back, so that part of me, my kids, and Parkesburg is always there. Hey, I’m just a dumb old Councilman who’s lived here all my life, but , believe it or not, I see police on my street too. Now that you mention it, I’ve seen litter and speeders on my street as well. Just goes to show you that inconsiderate slugs live everywhere. I’m the last person in the world who likes traffic laws, but I have kids AND a grandson, and I don’t want to lose them to an idiot. So what have YOU done lately to make Parkesburg a better place to live? Don’t slam the police until you spend a day in their moccasins. You have no inkling of what they do to protect you and yours, day and night. Attend a meeting some time, or just get a copy of the Police report. It’s public record and readily available. Then we’ll talk.
Yeah Chuckie, come to a meeting sometime and get attacked by a council person who doesn’t pay his taxes or his trash bill. And I didn’t even ask about that, several people that live in town too told me without my asking. I know all about what the police do in that town and you know it. And I’m coming back to the meetings so we will get a chance to talk real soon! and then Mel Keen and Kathy Rick telling me that they never talked about what happened at the next committee meeting and someone that attended told me that’s all they talked about. This is in regard to my earlier post above which reads anonymous July 23rd, the reason being I do not trust you or the cops. If you have lived in Parkesburg all your life and your a council member than you need to get with it. Parkesburg is only so big, you have plenty of cops there for that small area, if they can not handle it and with what the taxpayers pay, then you need to revamp your Police and Strategy. It’s a small town, and if your spreading your police thin, then you owe it to the towns people to let them know that and give them some kind of discount. I have attended many meetings, it does nothing, nothing changes. Parkesburg is a small town and for the amount of Police you have there, and the amount of taxes that are being paid, you as a council member need to do better, maybe thats the problem, your behind in the times, the times are a changing….. Grow with it, isnt’ that what your sign says, programmed for progress, maybe Parkesburg nees all new council members are up to date and speed. The police as many as there are, are not doing enough in my little town.
One more thing, why did the borough purchase a Harley Davidson motorcycle?? Just answer that, what was the need????????
Following Post, by the way, I was never talking about speeding, I was saying that people get pulled over daily for going 5 miles over the speed limit, thats fine, but if your going to do that, put your police over on 10 where there going 50 miles per hour, and the police cars sit on E First at the church everyday, put them on rt 10, you guys would make a fortune, get out of the church parking lot. Your missing my point, its not about speeding, its about why is one area more important than another, we love our kids and animals too.
The Parkesburg Cops do nothing, they help certain people and thats it, they have their own little clique of people they want to help and I am sick of my taxpayer dollars going to them. Only certain people matter to them. Sheller hires his buddies, they all do nothing and who is that woman working at the police dept now, that tall skinny woman with no personality with the glasses, she is worthless like them, are we actually paying her.
I’m on W. First and have regular police patrols! When I run during the wee hours of the morning on the Avenues, I’m often passed by a patrol car. The Borough struggles to get volunteers for committees and positions. I’m hearing an entitled tone in some posts. If you see trash, pick it up! Why do some folks expect someone else to do it. There are some families in town that regularly pick trash up around town. Someone who lives on E. First does then he walks his dog. The sidewalks are the responsibility of the property owner, replacing them is a huge burden. Remember when Culvert Street flooded every time it rained. The storm drains have been fixed along with many other areas in town. The Borough has several more grants in the works for projects in town. Yes, Borough Hall can be seen as a burden. Looking around town today, it seems to be serving as a catalist to many grants and private projects. The Community Market on Saturday morning is a great time to talk to a councilmember, one is there every Saturday. Let’s use some of this energy to find solutions. Mel
This is to address all of the clueless crybabies whining about their perceived bias of the Parkesburg police department based on the location of a single speed trap. Yes, that’s right, it’s a speed trap, not a case of the police babysitting anyone’s house.
Officers sit in a church parking lot located immediately after the posted speed limit decreases as traffic heads down the hill into Parkesburg itself. Wow, imagine that, police positioning themselves in a location guaranteed to slow traffic entering the borough. Are there other locations which could benefit from a police presence? Probably. Are those other locations as central to the Borough, allowing fast and easy access to all other areas of the Borough should their presence be needed? Probably not.
To address another point, I regularly see the Parkesburg police on Rt. 10. I see them monitoring the traffic light at Rt. 10 and First Ave to catch people running the light, and I see them performing maintenance and safety inspections on large trucks. I also see them regularly patrolling other streets as I drive through the Borough on my way to and from work.
I have on numerous occasions had to interact with the Parkesburg police. I’ve had to call them because of feuding neighbors and fights, they arrived very quickly and handled the situation well. I’ve called them to report suspicious activity, they were on it in a heartbeat and resolved the situation. I’ve had to call them due to trespassing, vandalism and theft on my property on several occasions, they showed up within minutes just to take a report and were quite thorough. They were also quite helpful, offering numerous tips regarding what I could do to help prevent the issue from recurring and informing me of several options. I’ve even been pulled over and ticketed for exceeding the speed limit at the very same location you all keep crying about. Every single time I have had to interact with the Parkesburg police they have been polite, civil and professional which is more than I can say for any of you.
Look you can say whatever you want. Yeah want to know where Parkesburg Police can sit, at Zekes, on Rt. 10. People fly down that road, fly, going 65. I guess the people and children on Rt. 10 are not as important as the ones on East. First. Give me a Frigging break and don’t for one minute think I am stupid and haven’t done my research. I dropped a person off on Rt. 10 or Church St. whatever you want to call it, you were lucky you got out of your car and could cross with the nuts going by at 45 to 65 miles per hour. Now, tell the Police to get off of East First and get on Rt. 10 or Church Street, they would make a million in speeding tickets, get real and do your research before you post, I may have a video for you to see next, to prove my point!!! People on Rt. 10 love their kids tooo, the Mayor is Fine!!!!!!!!!!!
Just to clue you in…I’m familiar with the area you are talking about…One thing you need to know about LOCAL police and speeding cars….ONLY THE PA STATE POLICE CAN USE RADAR (which you can just point at the car to get their speed). This is by statute. Only PSP can use it in Pennsylvania. Local (Municipal) cops are left with either stopwatches or VASCAR, which are done by timing cars between two points of a known distance, which has to be calibrated to the machine in the car before each session it is used. You need about 250 feet of distance to time the cars between the lines (the while lines you will see painted perpendicularly across the road from berm to berm) in various locations. In order for this to be successfully undertaken, the Police officer has to be positioned such that he can clearly see BOTH lines the target car will be traveling over, in order to get an accurate speed time. The reason you may not see the Parkesburg Police citing speeders is that there may be no vantage point where they can safely time cars given the conditions necessary to do so on this stretch of roadway. One, there may not be any lines or usuable substitue reference points for timing, or Two, there may not be anywhere they can sit and still be unobserved. It doesn’t do much good to try and catch speeders where everyone can see the marked police car…they’ll just slow down. Just something to think about before blaming them for not ‘doing their job.’

Since you are obviously afflicted with selective illiteracy I’ll repeat my previous statement, “I regularly see the Parkesburg police on Rt. 10. In case you can’t comprehend, it means they ALREADY sit on Rt 10, just a hundred yards or so away from where you want them to be.
I do see your point though, it’s definitely far more important to protect the residents of those 8 houses full of people with horrible friends who force them to cross busy streets than it is to protect the entire length of First Ave and the entrance to the Borough itself by slowing down all the traffic coming into it via Strasburg Rd.
I guess we could always hire another 15 officers so they can blanket the entire Borough 24/7, then you and your equally asinine co-whiners could cry about the higher taxes needed to pay them and the new police state. Of course even then I’m sure they’d still be in the wrong place and you’d still complain.
Here’s a hint, there are several factors which all contribute to determining where police sit. For example public visibility (a huge deterrent to speeders), ease of egress (they need to be able to exit quickly, with minimal or no risk to other vehicles or their occupants), and an unbroken line of site from a location close to the painted white lines used to measure the speed of passing vehicles (no radar for the local police). Your demands would force the police to make a left turn into and through busy traffic to catch anyone speeding if they could even see them passing the painted white lines through a lane of traffic, or leave them the easy option of watching mostly slow traffic pass them by as it leaves the red light or accelerates after stopping behind a vehicle turning left onto Main street. Thank God you aren’t the police chief here.

1. The idiots that drop the people off on the other side of the road, is because if there is no parking, it’s safer then pulling over there with your flashers on while the cars fly by you.

Enlighten us, tell us all where you think the Parkesburg police should locate their traffic enforcement areas, and why. Keep in mind all of the following:
The Parkesburg police have no radar which is typical of small police forces so speed enforcement is done by timing. There are two white lines painted across the traffic lane, police officers use the time it takes a vehicle to go from the first line to the second line to determine its speed using simple mathematics.
The enforcement location must be fairly close to the enforcement area designated by the white lines so they can have a clear and unobstructed view of those lines, even when the lines are partially obscured due to wet roads and salt or cinder debris following snowfall.
The enforcement location must not impede traffic, block driveways, block business or parking lot entrances or exits, or in any other way create the potential for a traffic accident.
The enforcement location should be situated so that the majority of the pursuits are directed INTO the borough, for a couple reasons. First, we don’t want all of our police to be everywhere but here, we want them visible in the borough itself. An officer making a stop in front of Hershey’s Market won’t do a thing to stop an idiot in a tractor trailer from doing 45 mph down First Ave or Main Street. Now before you cry some more and throw out more baseless accusations based on your inability or refusal to comprehend what I’m writing I am only naming those streets because they are the two of the most populous and most heavily traveled. Second, the safety of our residents is better served by preventing people from traveling at excessive speeds into and through the borough, there are no safety benefits to pulling someone over AFTER they have already traveled at unsafe speeds through the borough and are on their way to repeat that behavior in another jurisdiction. Third, pursuits into the Borough leave the police in the borough, this increases the potential of a fast response to any other situation which may arise in the borough. This may come as a shock to you but police do more than write speeding tickets. A crime should not continue unabated or its victim be abused for a longer time due to a long response brought about because the officers on duty were a couple miles from the population center of the borough writing a speeding ticket next to a corn field.
The enforcement location should be located on a section of road which runs as straight as possible and as far from any nearby hill crests as possible. Officers can’t pursue a vehicle when they lose sight of it before they’ve managed to pull out onto the road to pursue it.
The enforcement location should preferably be on the side of the road corresponding to the direction of travel of the majority of the vehicles which will be pursued, in other words left turns should be avoided. It’s much safer for the officers and much safer for the general public if the officers are not repeatedly entering a busy road via left turns, not to mention the wait time involved before such a turn could be safely made may take the vehicle in violation out of eyesight, pretty much destroying the chance of a stop.
So, keeping these requirements and preferences in mind what are your suggestions?

and when it comes to the way the town looks if the people in town wolud clean up after themselfs we would not have a problem it just seams like E. 1st Ave is clean because we all take pride in what we own MAYBE YOU SHOULD TRY cut your grass clean up your trash and town will look just as nice

I have been back in Parkesburg for several years now. There is so much that goes on in this little town that the police don’t see or do not want to see. The park is full of drug dealing that i am sure the police are aware of! There have been shootings. About a year ago I was walking around the park area, where I stopped in disbeleif . A man and his small dog up against the door of the church across frome the park being brutally attacked by 3 lg pitbulls. The police on the scene standing doing nothing (watching as if they were scared). An olderly gentelman came from where looked to be the library with a broom trying to assist. Finally all 3 dogs retreated back up second ave. At that time I never heard a gun shot which may have distracted the dogs, no billy clubs or tazers. Why this has stuck in my mind, what has become of this small dog and his owner. When asking friends if they had heard anything no one in this town had known of this incident. I sit and watch drug deals go down on a daily basis police ride by and I am sure they are aware of what is going on. And recently streets were blocked off many police cars and other emergency vechicles. And still residents are kept in the dark. But let a little old 80 year old lady go 2 mile over the speed limit on first ave and there are sirens lights and everyone driving by knows of the situation. There are no fire sirens or curfews. A while back my son (at the time 18) was stopped by police walking from Main street to First Ave. was stopped by police and ask what he was doing (he was alone). But there have been groups of this aged children hanging around the park, way past 9pm. And again you see a police car ride by. We need to reinstate the whistle for curfew. And bring back more police officers like Earl Shipmen and Mr. Radcliff. when you felt safe walking in this town !!!!

So, police should fire their guns to scare away dogs. You’re kidding, right? If that happened next door to your house and the police fired off a few rounds I guarantee you’d freak right out, calling for the immediate termination of all officers involved for endangering you and/or your family. Just in case you haven’t realized this, when police fire their guns bullets come out! They come out really fast and they go really far and if they hit a person they injure that person badly or kill them. Even firing them straight into the air isn’t safe because there’s this thing called gravity, you know, what goes up must come down? People have been killed by bullets falling from the sky, and those bullets were in the sky in the first place because someone fired them there.
Billy club 3 large pit bulls which were already supposedly in attack mode? Please tell me you’re kidding. I’ll give you an aluminum baseball bat and let you go after three pit bulls with it. Please let me know where you’d like to be buried before you take the first swing, you won’t survive.
As for tazers, I’m not even sure the Parkesburg police can afford them and if so, how many they can afford and therefore how many officers can carry them.
You sit and watch drug deals all day long? Wow, thanks for your contribution to Parkesburg. Here’s a novel idea, talk to the police about it. They rely on us for help you know, the few who are on duty at any one time can not see everything being done by everyone everywhere. Maybe they don’t see the deals in the 3 seconds they ride past them because they are actually paying attention to the road, or to oncoming traffic instead of looking everywhere but where they are going. Yeah, that’s safe.

parkesburg cops are a joke…act like they are the cops in movies chasing after murderers and drug lords. Mostly they’re dealing with traffic violations or making some bs up about why they pulled you over. It is what it is though and hopefully they are happy with their $30k salary a year, must be a great life. If they want people to respect them and not always be afraid of the police they need to start doing more than just writing rediculous tickets or making assumptions every time they pull someone over. Get out in the community and show that you are like everyone else and not above the law. “Protect and Serve” = your job description

I look forward to coming to the borough meeting on Monday night Nov. 21st. I have tried to get people to come, no one wants to because they say nothing ever gets done. Well somethings going to get done because I have plenty to talk about that no one else seems to know about. It’s amazing how much people will talk to you if you just ask. Well I asked! Alot!! It’s time for a change in Parkesburg and God willing it’s going to happen soon! The borough council has lied to me I have just found out. There is no reason for any of them to lie straight to my face. So we’ll have it out at the meeting and I look forward to it. I’ve learned quite a bit of unknown information in the past week. The people of Parkesburg need to be educated as to just how the borough is run and I intend to tell them.

I have sat through the “meetings” and it doesn’t help when everyone is biased and your opinion doesn’t matter. I personally will be running for Mayor next election and this idea of a police state must end soon because the taxes keep going up and we are now paying for police pensions. I can’t afford to live within my own means because my taxes keep rising and we will get to the bottom of what is really going on in Parkesburg. I think the government needs to make some cuts everywhere, but as a citizen my voice is silenced or I am made out to be a foolish young person who has no clue how to fix problems. I also want everyone to know that Parkesburg today is a biased paper in my opinion and not all information is accurate so take what you read with a grain of salt. I am not going to stand in front of people and tell them how I’m gonna fix this and fix that like some people who tried running for county commissioner and failed miserably, so what I can tell you is that I will deal with the problems the best way possible. When the election for Parkesburg Mayor approaches please write in Joey Rzonca for Mayor 2014. Thank you!
I can’t believe I just came across this page. Interesting stuff since I was at most of the borough meetings last year. Funny how people from council use their names on here. I’m glad I found this page. Looks like fun!
Debbie I think I know why the borough wants us out of their way. We need to talk sometime and get all the information together. This election will be an important one and win, lose, or draw the information is getting out to the public. All you need to do is look at the slum lords and the up and coming projects where it will benefit them. I actually found that 3 people on council pushed for a project and it looks like an ethics violation. The people in town are aware of it and if this is true there will be a recall election for sure. Tell Jim to get his butt on his computer an email me some stuff so I can get caught up!
